Whether you are an active member, here to advertise or visiting Hogsmeade station it is important to know that unless you read the rules you cannot post. Try it. I dare you.
What happens is really cool. It means you can't post without visiting the rules page.
IF you try to post without reading the rules you will be automatically taken to the rules. You might as well read them while you're there. It's not very long.
This bit is important, okay? Depending on how often you delete your cookies this shouldn't be too much of a nuisance but if you are a guest and have deleted your cookies recently you will have to visit the Rules section again.
Members should check the rules regularly anyway.
